The 9 Best PPC Agencies in Manchester

Updated 26 firms evaluated9 listedWorks with clients UK-wide

PPC covers Google Ads, Microsoft Ads, Meta, LinkedIn and TikTok, plus the shopping feeds and landing pages underneath them. Hiring is tricky because almost every agency is genuinely strong in one channel and merely adequate in the rest, and the retainer rarely tells you which is which. These are the nine we rate, and what each one is actually good at. How we rank

Rank 01

Victor Serban

Best overall

Independent paid search specialist who works the account himself.

Updated
Why they’re on this list
  • States over £37M in managed ad spend since 2014, with individual accounts that have run up to £400,000 a month
  • Google Partner and Google Ads certified, working with a small number of active accounts rather than a book of them, so the person you brief is the person in the account
  • Publishes a starting figure of £1,500 a month, which almost nobody else in this market does before a call
  • Deliberately narrow, Google and Microsoft Ads only, no paid social and no marketplaces. If you want Meta and TikTok in the same retainer, hire from further down this list
  • Case studies name the shape of the work rather than just the percentage, including a DTC Shopify store co-managed from £625K to £6M over four years
  • Every one of his 15 Trustpilot reviews is five stars, with nothing at four or below, on a profile claimed in June 2025. The headline TrustScore reads 4.5 rather than 5.0 because Trustpilot weights for review volume and recency instead of taking an average, not because anyone marked him down
Rank 02

I-COM

Best for scale

Employee-owned agency with the deepest paid bench in the city.

Updated
Why they’re on this list
  • Google Premier Partner, and claims a place in the top 1% of Google Partners in the UK
  • Trading since 2005 from 131 Portland Street, and employee-owned since 2019, which is unusual in this market and shows up in staff tenure
  • Runs search, display, shopping, Meta, LinkedIn and TikTok in house rather than subcontracting the channels it is weaker on
  • Names clients with figures attached, SafetyBuyer at +63% paid traffic, TOFFS at +700% paid revenue, World Options at +83% conversion rate
  • Also holds Meta, Microsoft and Magento partner status, so a replatform and the paid media can be briefed to one company
Rank 03

Clickoo

Best for international

Paid media built around localisation, not translated ad copy.

Updated
Why they’re on this list
  • Multilingual campaigns are the core practice rather than an add-on, and the agency is explicit that it goes past translation into localisation
  • Runs a genuinely wide platform set, Google, Microsoft, Meta, LinkedIn, TikTok, Snapchat, Pinterest and YouTube, plus Google and Bing Shopping
  • Client logos include Screwfix, Sunbelt Rentals, Kaplan, Trunki and Pro-Direct, which is a heavier roster than most agencies this size show
  • Google Partner, with a second office in Los Angeles, so US-hours coverage exists if your market needs it
  • Publishes no rates and no case study figures, so ask for both, plus a live example in your target language, on the first call
Rank 04

Fly High Media

Ecommerce-led paid team with named people on the account.

Updated
  • Google Partner since founding in 2016, working from 3 Piccadilly Place with a head office in Cheshire
  • Feed optimisation and Performance Max are sold as their own services rather than folded into a generic management fee, which matters for retail
  • Names the actual staff on the paid team on the site, which is rarer than it should be and makes the first meeting checkable
  • Case studies carry figures, 218% year-on-year growth for a running shoe retailer, 92% better returns for a tooling supplier
  • Runs SEO, paid social and digital PR alongside, so paid can be briefed against the organic plan rather than around it
Rank 05

ActiveWin

High-volume paid media, strongest in regulated sectors.

Updated
  • Based at Colony Jactin House in Ancoats, with a client list weighted to gambling, sport and hospitality, Betfred, Wigan Warriors, Sykes Holiday Cottages, Push Doctor
  • Regulated-sector experience is the real differentiator here, because compliance constraints on ad copy are a specialism rather than an inconvenience
  • Runs affiliate marketing alongside PPC and paid social, which is the right mix for high-volume consumer acquisition
  • Sells a dedicated Shopify PPC service and feed management for retail accounts
  • No published rates, no team size and no Google Partner badge on the PPC page, so all three are first-call questions

What you are actually buying

"PPC" covers two different purchases, and buying the wrong one is the most common expensive mistake in this market.

A specialist runs paid search deeply. The senior person is in the account, which is the single biggest predictor of whether it works. Buy one when your question is "our Google Ads account is a mess".

A channel-mix agency decides where the budget should go across Google, Meta, LinkedIn and Microsoft in the first place. Buy one when your question is "we have £15,000 a month and no idea how to split it".

Three questions for the first call

  • Who is in the account on a Tuesday morning? Ask for a name and a seniority, plus how many other accounts that person carries.
  • What is the fee before the discovery call? Two firms here publish a rate. That correlates with how the rest of the engagement goes.
  • What did you inherit that did not work? Anyone can show a 700% case study. How a firm talks about a failure tells you whether the wins are process or luck.

Red flags

  • A blended invoice mixing your ad spend and their fee into one number.
  • Ads running in the agency's own account with your billing attached to theirs. You are renting your own account history.
  • Percentage-of-spend pricing with no cap, on a budget they also set.
  • Case study percentages with no baseline. A 16,000% increase from £40 is £6,400.
  • Guaranteed positions or guaranteed ROAS.

When not to buy this

Below roughly £1,000 a month in media, a retainer is the wrong purchase. The fee swamps the spend and there is not enough conversion data for anyone to optimise against. Buy a one-off account build or an audit, run it yourself, and come back when the volume justifies someone in it weekly.

The same applies if your conversion tracking is broken or your margins are unknown. Both sit upstream of the ads, and no agency fixes them by bidding differently.

If your question is specifically about Google rather than the whole channel mix, the Google Ads shortlist covers the same market at platform depth. If paid is meant to buy time while organic compounds, read it alongside the SEO shortlist.

Frequently asked

Using the rates these firms publish, management sits between roughly £1,250 and £3,000 a month for a small to mid-sized account, on top of the ad spend itself. Dark Horse publishes £1,250 a month, Victor Serban £1,500. Made by Factory targets brands spending £2,000 to £50,000 a month and slides its fee with account size. Everyone else on this list quotes only after a call. Beware anything advertised at £100 to £400 a month, at that price nobody is in your account weekly, and you are usually buying an automated rules script and a monthly PDF.
