The 5 Best PR Agencies in Manchester

Updated 33 firms evaluated5 listedWorks with clients UK-wide

Two different businesses call themselves PR agencies. Media relations firms get you into publications your customers read. Digital PR teams build campaigns that earn links to move search rankings. Hiring is tricky because they sound identical and are not substitutes. These are the five we rate, each labelled by which one it is. How we rank

Carousel PR

Best for consumer PR

Thirty people in Ducie House, consumer and events led.

Updated
Why they’re on this list
  • Established 2011 at Ducie House on Ducie Street, with a team of over thirty, which makes it one of the larger genuinely Manchester-headquartered PR agencies
  • Traditional media relations rather than a digital PR arm, covering press launches, events, influencer work, corporate storytelling and crisis
  • Sector focus is coherent and unusual, toys, games and family, festivals and events, food and drink, fashion and beauty, property and retail
  • Named clients include Little Tikes, MGA Entertainment across 14 brands, Paddington Bear, bluedot festival, Cotton Traders and Fairmont Hotels
  • Named in the Prolific North top 10 PR agencies in 2019, 2020 and 2021, with PRCA Dare Awards, UK Content Awards and PR Moment Awards wins
  • Event management runs in house, which matters when the launch is the story rather than the press release about it

PR Agency One

Best for B2B and measurement

B2B and corporate, with its own measurement framework.

Updated
Why they’re on this list
  • States seven wins as PR Agency of the Year, and is registered in England and Wales under company number 07661388
  • Manchester office in Chorlton with a second in Mayfair, so a Northern client gets London media access without a London retainer
  • Runs a proprietary measurement framework tracking brand, reputation and commercial impact, which is a direct answer to the oldest complaint about PR, that nobody can prove it worked
  • Sector focus on financial services, technology, healthcare, retail and FMCG and property, spanning B2B, consumer and corporate
  • Named work includes Homes England and the European launch of Hongqi
  • Does not state PRCA or CIPR membership on the site, which is worth asking about given how much the measurement claim rests on methodology
Rank 03

CandidSky

Best for digital PR

Digital PR that exists to earn links, not clippings.

Updated
Why they’re on this list
  • Independent since 2006 from Conavon Court in Salford, one of the longest-running independents in Greater Manchester
  • Digital PR sits in the same team as technical SEO and content, so campaigns are briefed against ranking gaps rather than against a media wish list
  • This is link acquisition with editorial standards attached, so judge it on referring domains and rankings, not on coverage volume
  • States that a senior practitioner works on the account directly
  • Client roster includes Royal Mail, Peninsula Business Services, Citation and Yamaha Music Group
  • The wrong choice for a product launch, a crisis or trade press relations, where a traditional agency is the right purchase
Rank 04

Embryo

Award-winning digital PR inside a full-funnel agency.

Updated
  • Independent, based at 127 Portland Street, running digital PR as a named discipline beside SEO, paid media and content
  • UK Search Awards winner in 2025 and UK Paid Media Awards winner in 2026, which are the programmes that judge this kind of work rather than traditional PR
  • Published campaign results are stated in coverage terms, including 53 pieces of coverage and 1.56 million estimated coverage views for I SAW IT FIRST
  • Being inside a search agency means a campaign can be aimed at a specific page and a specific ranking rather than at general awareness
  • Client list spans retail, hospitality and services including HSS Hire, The Piece Hall and Burgess Pet Care
  • Publishes no rates
Rank 05

I-COM

PR and outreach inside an employee-owned agency.

Updated
  • Trading since 2005 from 131 Portland Street and employee-owned since 2019
  • PR and outreach is one named service inside a full agency that also runs SEO, paid, content, branding and development
  • The right shape when PR is one line of a wider programme with a single strategy behind it, and the wrong one when you need a dedicated press team
  • In-house data analysts, which is genuinely useful for the data-led campaigns that earn national coverage
  • Named clients skew professional services and industrial, including JMW Solicitors, Lanes Group and The VAT People
  • PR is not what this agency is best known for, so ask for PR-only case studies rather than integrated ones

Two different agencies, one job title

Media relations agencies build relationships with journalists and get you into publications your customers read. Judged on coverage in named outlets, message pull-through and share of voice. Two firms here are this.

Digital PR teams build data-led campaigns designed to earn links from authoritative domains, because links move search rankings. Judged on referring domains and the rankings that follow. Three firms here are this, and all three sit inside search agencies, which is not a coincidence.

A digital PR campaign that earns 40 regional news links is a success on its own terms and a total failure if you wanted trade coverage before a funding round. State which outcome you are buying, in the brief, in plain words.

Three questions for the first call

  • Which of those two are you? A good agency answers immediately and tells you when you want the other one.
  • How will we measure this, and when do we agree it? Before month one.
  • Who is the senior person and how much of their week do we get? PR is the category where the pitch team most reliably disappears.

Red flags

  • Advertising value equivalent used as a success metric. It has been discredited for years and its use tells you how the agency thinks.
  • Coverage volume reported without naming the publications.
  • Guaranteed placements. That is advertising, and it should be labelled as such.
  • Link building sold as PR with no editorial standard behind it, which is a penalty risk on your own domain.
  • No named spokesperson strategy, or no plan for what happens when yours is unavailable.

When you do not need an agency

If you have one clear story and a handful of target publications, a freelance consultant with the right contacts will place it for a fraction of a retainer. If your growth constraint is that nobody can find you rather than that nobody has heard of you, buy search before you buy PR.

PR earns its retainer when there is a steady flow of things worth saying, when reputation is a live commercial risk, or when you need to be credible before a raise or a sale. If you cannot name three stories for the next quarter, you are buying a retainer to generate them, and that is a more expensive way to work.

If the goal is rankings rather than reputation, the SEO shortlist is the more useful page.

Frequently asked

A small consumer or B2B retainer with a regional agency runs £2,000 to £4,000 a month. A mid-sized programme with a named senior lead, proactive media relations and content is £4,000 to £8,000. Corporate and financial PR with crisis cover sits above that. Digital PR is frequently sold per campaign instead, typically £3,000 to £10,000 for a data-led piece with outreach, or as a line inside an SEO retainer. Project work such as a launch or a single campaign is £5,000 to £20,000. Below about £1,500 a month nobody is proactively pitching your story.
